I came upon this photo when looking at pictures of Crystal Springs Rhododendron Garden in Portland, Oregon and was wondering if the tree might be Acer 'Seiryu' . . . then noticed that the photographer is Wendy Cutler . . . could that be our @wcutler?

Oh, cool. Yes, it's my photo. I named it 20110527_CrystalSprings_AcerPalmatumDissectumSeiryu_Cutler.
I don't think I saw a label though, so it might be my guess as well. Here is a photo of the leaves.

Margot, do you remember where you saw the photo?

I can't find your photo again, Wendy. I had been looking through Atlas Obscura stories and found one that said something to the effect "10 Beautiful Places to Visit" where the Crystal Springs Rhododendron Garden was featured. When I searched it, your photo was one of a small number to look through. Now when I go back to the website, I find dozens and dozens of pictures - so many, my hand got tired scrolling through them. What a fluke to find yours last night. It was definitely one of the best.

I'd still like to know it that maple is Seiryu . . . the leaves look finer than those on my tree.

Looks too cascading for 'Seiryu', note the stems are all trailing in the leaf pic. Agree the leaves look a bit fine also. The plant's growth habit seems to be seriously influenced by pruning.

For what it's worth, my Seiryu has a similar 'weeping' look whenever it rains hard . . .

I found it, did a search on Crystal Springs, and it's circling though ten photos, of which three are mine. I didn't know the Atlas Obscura site.
This posting has photos of the 'Seiryu' at UBCBG from 2017:

Well, that one is definitely mis-labeled (if the label says 'Seiryu'). It could be any number of cultivars of green dissectum, the only one I could 100% rule out being 'Seiryu'!

I see this is a "Discussion in 'Maples' started by Margot, Today at 1:21 AM" although I had chosen 'Outdoor Gardening in the Pacific Northwest'.

I moved it, because you asked "wondering if the tree might be Acer 'Seiryu' ", and the people who answer questions about maple IDs hang out in the Maples forum, and as far as I can tell, except maybe for @Acerholic, they never look at the Pac NW forum.

Thanks, maf. You're right. I checked with Douglas Justice, who confirmed that I had the wrong tree. He said that 'Seiryu' typically has "ascending-spreading branches, which makes it distinctive, and unusual for a dissected-leaf Japanese maple". The one at UBCBG is farther up the hill.

Yes, and when I saw this one in an arboretum, though it was not labelled, I was pretty sure it was a 'Seiryu' :

Our Wendy's photos turn up all over the place! One of the online retailers I use here in France featured her photo to show off an Azalea, very impressive!

Looks like Tsuga canadensis 'jeddeloh' or similar weeping cultivar. If we are talking about the green weeping tree featured in the center of the photo overhanging the short retaining wall. Zoom in closely on the foliage and you will see it's a conifer (hemlock).

Lol, I see what you mean, I couldn't work out why the tree looked so weird. I don't seem to be able to zoom in close enough to see conifer foliage but the habit looks right. I took it for granted it was an Acer because of post #2:
Just wanted to add that I agree with Emery here:
