My Madagascar Palm is getting to be about 5' tall plus the pot, so the top of it is getting spindly. Does anyone know what would happen if I cut the top off, would it root if I stuck it in soil and would the main plant be damaged?

Yes you can propagate Pachypodium through cuttings, but first allow the cutting to scab over and use a perlite/vermiculite type mix as opposed to soil. The appearance of the main plant will be altered and may take away from the overall aesthetic appeal of the plant.
