Sempervivum? or something else?

    I have always thought this is a Sempervivum or some kind, but I can't find anything on-line that is even close to what this one looks like. Can anyone tell me if it is a Sempervivum and if so, what kind?

    It looks like a semp to me, but I don't know what kind. There are so many cultivars that it's almost impossible to identify one.
