Zwiegelt is a pretty nice grape . It might be okay for you there. It buds out later, has fairly good winter hardiness and ripens early.
It was developed in Austria in the 1920's. It's a nice grape if you don't overcrop it. My friend has it in his vineyard in the Kelowna
and it does quite well. It's pretty nice wine. There are some plantings in the Niagara wine region. Might be worth trying there.

Apparently the majority of Zweigelt is being removed in Niagara on the lake...
I was told by a few people there it is too tender...
I have the cuttings anyway..I will try it.

The sites in BC where i've worked with it does quite well. What works in one place doesn't mean it will work in another . It takes a good 25 years for vines to be in a region before you really get a feel for them. Lots of diffrent factors to consider.
Maybe you should look at other cultivars.

    Cheers

Until the grape vine reaches 25 years of age it is still underdeveloped?
